Definition
AC Administrator An FAA employee who has permission to all business functionality and data in the Airworthiness Certification System.
Active Directory (AD) A directory service in which a domain controller authenticates and authorizes all users and computers in a Windows domain type network—assigning and enforcing security policies for all computers and installing or updating software. For example, when a user logs into a computer that is part of a Windows domain, Active Directory checks the submitted password and determines whether the user is a system administrator or normal user.
Agent An individual that is capable of and empowered to perform the actions associated with applying for an airworthiness certificate on behalf of an aircraft owner.
Airworthiness Certification component Refers to one of the three parts of the entire Airworthiness Certification System, which resides within the ASKME environment and is available only to authorized ASKME users.
Applicant A person or organization that uses the Airworthiness Certification System to obtain an airworthiness certificate, permit, or other authorization by the FAA to fly an aircraft in the United States.
Applicant Portal An external-facing component of the Airworthiness Certification System used by Applicants, ASIs and designees.
ASKME Airworthiness Certification System A three-part solution that automates the FAA Airworthiness Certification process, including the application for and issuance of Standard and Special Airworthiness Certificates, Special Flight Permits and Special Flight Authorizations.

• Monitor Safety-Related Data – Oversee System Performance External (MSRD-OSPe)

• Work Tracking Software – Budget Management (WTS-BMgmt)

Authentication The act of identifying and confirming the eligibility of a station, originator, or user to access specific categories of information.
Authorization Granting to a user, or group, the right of access to a program, a process, or information.
Aviation Safety Inspector (ASI) An FAA manufacturing or airworthiness inspector authorized to issue airworthiness certificates and related approvals covered by FAA Order 8130.2, Airworthiness Certification of Aircraft and Related Products. ASIs also supervise and maintain surveillance over the certification activities accomplished by designees.
Civil Aviation Authorities (CAA) An importing/exporting country or jurisdiction's aviation regulatory organization.
Data Dictionary A centralized repository of information about data such as meaning, relationships to other data, origin, usage, and format. Also called “metadata repository.”
Designated Airworthiness Representative (DAR) An individual authorized by the FAA to issue standard and special airworthiness certificates, airworthiness approvals, and export approvals, and may perform certain other examinations, inspections, and testing services relative to certification functions in the areas of manufacturing and maintenance. The designee’s Certificate of Authority specifies the type and limitation of authority granted.
Designated Manufacturing Inspection Representative (DMIR) An individual to which the FAA grants authorization to issue standard and special airworthiness certificates, airworthiness approvals, and export approvals, and may perform certain other examinations, inspections, and testing services relative to certification functions in the areas of manufacturing. The designee’s Certificate of Authority specifies the type and limitation of authority granted.
Designee A non-FAA employee who holds limited delegated responsibilities in support of the airworthiness certification process.
Designee Management System (DMS) An automated system developed under the FAA ASKME Program to manage the appointment, orientation, training, oversight, renewal, tracking and termination of certain designee representatives, in accordance with FAA Order 8100.8, Designee Management Handbook, and under the cognizance of the Aircraft Certification Service and Flight Standards Service.
Designee Portal An external-facing component of the Airworthiness Certification System used by designees.
Digital Signature As defined by FAA Order 1370.104, Digital Signature Policy, a digital signature is a type of electronic signature that is legally acceptable and offers both signer and transaction authentication. The digital signature is the most secure and full-featured type of electronic signature. Digital signatures are Federally acceptable types of electronic signatures for business transactions as specified in the National Institutes of Standards and Technology (NIST) guidelines. A digital signature is not equivalent to a digitized signature.
Geographic Office An FAA employee who has administrative oversight and delegation authority for managing the airworthiness certification process.
Help Desk Technician An FAA employee or contractor who provides assistance to users with the Airworthiness Certification System.
Message A message is an internal communication between participants in the Airworthiness Certification System. Messaging is a function of the Airworthiness Certification System.
Notification Programmed alerts that an automated system provides to participants in a process.
Organization Designation Authorization (ODA) An organization to which the FAA grants authorization to issue airworthiness certificates, airworthiness approvals, conformity certifications, and export approvals in accordance with FAA order 8100.15, Organization Designation Authorization Procedures.
Personally Identifiable Information (PII) Any information that can be used to directly or indirectly distinguish or trace an individual’s identity, either alone or when combined with other personal or identifying information that is linked or linkable to a specific individual.
Portal An IT application that facilitates complex and collaborative business interactions by presenting them in an easy-to-use web-based user interface.
Portlet The primary element of a Portal Page providing specific functionality to a user. A contained user interface software component that is managed and displayed within a Web portal.
Precondition A state or condition that is required to be true before an action can be successfully invoked.
Repository A central place in which an aggregation of data is kept and maintained in an organized way, usually in computer storage. A repository may be directly accessible to users or may be a place from which specific databases, files, or documents are obtained for further relocation or distribution in a network.
Service Oriented Architecture (SOA) A paradigm for organizing and using applications and services that is under the control of a different owner. SOA provides a uniform means to offer, discover, interact with, and use capabilities to provide products and services based upon measurable standards, conditions, and user expectations.
Subsystem A collection of components that meets the definition of a system, but is considered part of a larger system.
System A collection of components (hardware, software, interfaces) organized to accomplish a specific function or set of functions; generally considered to be a self-sufficient item in its intended operational use.
System Administrator An FAA employee or contractor who manages the system in production, maintains the database, and releases new versions of software. The System Administrator cannot assign user rights but can query and view data.
User An authenticated individual who has access to the Airworthiness Certification System.
User Interface (UI) The space where interaction between humans or users and machines occurs. While user interfaces broadly includes both hardware and software, a user interface in this Requirements Document refers to the graphical user interface, such as an application window or a mobile application.
User Profile Service (UPS) A record of user-specific data that define the user's working environment. The record can include display settings, application settings, and network connections. What the user sees on his or her computer screen, as well as what files, applications and directories they have access to, is determined by how the network administrator has set up the user's profile.
