The Certification Basis page allows you to enter information about the certification. You access this page, after completing the Aircraft Registration page, in any of the following fashions:
Special Note: The data on this page displays as read only when the application status is canceled, closed or withdrawn.
At the top of the FAA header, Help, User Guide, and References links are displayed in the right corner along with a Signout link. The Help link opens page-specific help for the current page. The User Guide link opens the Airworthiness Certification Applicant User Guide, which is the secondary resource for Airworthiness Certification Applicant Portal application user procedures and reference information. The References link opens a page allowing you to access FAA reference data relevant to Airworthiness Certification. The Signout link logs you out of the application and takes you to the System Use Notice. At the bottom of the FAA header, your name displays right justified along with a Person icon (); clicking the icon displays a pop-up screen with a list of the roles assigned to you.

The Airworthiness Certification application navigation top-level menu bar displays just below the title bar and contains the links that provide access to the Airworthiness Certification commands, or functions: My AWC, Search, Reports and My Profile.

Below the application data tabs display with links to the various pages in the application process. The Certification Basis page name appears below the application information block.
Enter Certification Basis Data (non Light Sport Aircraft
To enter the certification basis data on this page for any certificates except Special Light Sport Aircraft, follow the steps below. Required fields are marked with a red asterisk (*). For Special Light Sport Aircraft, see Special LSA Instructions below.
Note that if you are applying for a Special Experimental Certificate, this drop-down list will be automatically populated with N/A and cannot be changed. Under these circumstances, you should also select the Not Applicable check box at the bottom of the page.

- If you answered Yes to the above question, enter the AD biweekly supplement number in the Latest AD Biweekly Supplement No. text box that displays.
- If you answered No to the above question, you will be prompted the application is not eligible for a Standard or Special Certificate and to contact the applicable FAA Office for guidance. You will not be able to continue completing this application.
- To add additional STCs, simply repeat the above step.
- To delete any STCs from the grid, click the appropriate Delete icon (
) and click OK on the delete confirmation message.
Note: If the STC number you are searching is not displayed in the STC drop-down list, use the STC fields provided below the STC Number drop-down list to enter your STC number and STC description. If you have multiple STCs, please upload a file by using the Add Document button.
Instead of or in addition to the STCs entered manually above, you can attach a list of STCs to the application. To do so follow the steps below:
Click Save to save your changes and remain on this page; click Save & Next to proceed to the Aircraft Operation page; see Aircraft Operation. Click Reset before clicking save to clear all entries.
Applicable STCs data grid
If you add applicable STCs on this page, then the Applicable STCs data grid displays. By default, the columns are displayed in the following order.

Enter Certification Basis Data (Special Light Sport Aircraft
The Certification Basis page for Special Light Sport Aircraft (LSA) certificates is different from that of other Standard and Special certificate types/categories. This section describes the process for completing this page for Special LSA certificate applications.
To enter the certification basis data on this page for Special Light Sport Aircraft, follow the steps below. Required fields are marked with a red asterisk (*).

- ASTM Designation F2317/F2317M-16a titled Standard Specification for Design of Weight-Shift-Control-Aircraft
- ASTM Designation F2563-16 titled Standard Practice for Kit Assembly Instructions of Aircraft Intended Primarily for Recreation
- ASTM Designation F2745-15 titled Standard Specification for Required Product Information to be Provided with an Airplane
- ASTM Designation F2930-16 titled Standard Guide for Compliance with Light Sport Aircraft Standards
- ASTM Designation F2972-15 titled Standard Guide for Compliance with Light Sport Aircraft Manufacturer's Quality Assurance System
- ASTM Designation F3199-16a titled Standard Guide for Wing Interface Documentation for Wight-Shift-Control Aircraft
If all applicable Airworthiness Directives have been complied with, select the Yes radio button for the All Applicable ADS Are Complied With field; if not, select the No radio button.
Enter the appropriate safety directive in the Manufacturer Safety Directive text box then click Add. The directive will be listed in a data grid.. Repeat to add additional directives to the grid.
Light Sport Aircraft Data Grid
The Light Sport Aircraft data grid displays any Manufacturer Safety Directives added on this page.. By default, the columns are displayed in the following order.
- The first column, Manufacturer Safety Directives, lists the MSD added.
- The second column, Action, displays a Delete icon (
) that allows you remove the Manufacturer Safety Directive record from the data grid. Simply click the Delete icon and click OK on the confirmation request that displays to remove the record. A message displays stating that the Manufacturer Safety Directive has been removed.
